By publishing a Statement of Intent and signing Declarations of Eligibility for households, councils can widen the net of households that can receive funding.
AgilityEco’s ECO Flex Administration Service lifts the burden from councils and allows them to participate in ECO Flex, all at no cost to the council or its residents. We help draft the Statement of Intent and put in place a secure process for eligibility checking and referral process for residents, partner agencies and installers. The result is that all a council needs to do is put pen to paper to sign off the declarations. We’ll even provide reporting on the positive outcomes for bills and carbon emissions that the flex service is achieving.

We run high performing local authority retrofit programmes
We currently act as the managing agent for nearly 30 local authorities under the Home Upgrade Grant (HUG) programme, helping to install energy-saving measures in off-gas private homes.
We have our own internal PAS2035 retrofit experts who ensure high-quality installations, and we can onboard and develop local installers, which will support the local economy and jobs.
The HUG2 programme ends in March 2025; however, the Warm Homes: Local Grant (WH:LG) programme is set to launch in 2025 to continue supporting energy efficiency upgrades and low-carbon heating systems. We can also support registered social providers with our Retrofit Assessment and Co-ordination Services
AgilityEco has a dedicated team of retrofit experts who work with social landlords to identify potential improvements in their housing stock and secure grant funding to match the landlord’s own investment.
We can go further by working with you to develop a local framework of accredited installers that can undertake ECO works. This allows any Trustmark-registered local business to be involved and we can support them to pass the Trustmark registration process if needed.
We are keen to work with councils and their installer partners that are engaging with the SHDF process and who would benefit from the support of our PAS2035 experts to ensure their project is a success.
